This will be dependant on the User Permissions that have been set up for each user, and whether a user is an Access Controller.
To edit the permission levels of Users, as well as update Access Controller permissions, navigate to Menu > Portal Settings > Access.
Note: Only users that are already Access Controllers have access to Portal Settings
