Why are PDF attachments appearing for a cc'd recipient of an Annual Statement e-signing reminder?

Annual Statements sent via Email
When sending an Annual Statement for signing via email and a CC (Copy To) is added, the system will send an email including all documents as PDF attachments.
The main recipient and CC will receive the same email with a mention of who the main recipient and CC are.
Annual Statements sent for E-signing
When an Annual Statement is sent for e-signing and a CC is added, the system will send an email containing the ‘View Documents Online’ button. Since the main recipient will view the documents via this button the email they will receive does not contain PDF attachments.
As for the CC, the email they will receive contains the documents as PDF attachments since they cannot access the ‘View Documents Online’ button.
